Homelessness and transients has long been an issue in the Santa Barbara region but during the COVID-19 Pandemic the rules were changed about how law enforcement could interact with them. Therefore the business community is facing a confusing and challenging situation where we are being impacted by the affects, but we don’t always know what to do to help or even how to reach out for help. As one step of the process the Chamber is collecting incident reports.
